Between the Congress at the Hague and the first meeting of the Assembly of the Council of Europe at Strasbourg, I devoted considerable further study to a European Convention on Human Rights. At home I had the invaluable aid of Professor Lauterpacht of Cambridge and Professor Arthur Goodhart of Oxford.
